What axle gears and tire size do you have? That makes a huge difference. Get an Edge box, exhaust, and intake, the should give you another mile or two and a load more power.
I have a '97 4x4 with 3.55 gears and 33" tires. With my Edge on tow, I get about 19 unloaded doing the speed limit and 13 towing my buggy. Speeding, I get about 17 and 11-12 towing.
You might want to confirm that is actaully is a 95 and a powestroke because most powestrokes have the powerstoke tag on them and if it is a just a 7.3 turbo diesel that is not the same as the powerstroke. And the TD is not near as good of a motor as the powerstroke. Ya i get 15 mpg at 65mph in my PSD its a 1996 with 35s and 410 gears just so you know and i wont expect to get more than 17 or 18 and that would be a really good day

the one I borrowed for a weekend got around 19-20 mpg on the highway, it was a mildly modded 97 F250 with the 5 speed. went like stink, too.
